Texas Governor Greg Abbott’s plan to safely and strategically reopen the Texas economy in phases, which is detailed in the Texans Helping Texans: The Governor's Report to Open Texas, reached Phase III Wednesday, June 3, 2020.

Under this phase, all Texas businesses can operate at a 50% capacity, with some limitations. That includes restaurants, bars, sporting events, water parks, zoos and aquariums, salons offering services of any kind, among other establishments.

The reopening of businesses has come in waves since the first week of May. On May 5, Governor Abbott issued a new executive order to expand openings of certain businesses and activities.

On Friday, May 8, cosmetology salons, hair salons, barbershops, nail salons/shops, and other establishments where licensed cosmetologists or barbers practice their trade opened. Swimming pools also could reopen at up to 25 percent of the total listed occupancy of the pool facility.

On May 18, another set of changes took place that allowed businesses like child care centers, massage and personal-care centers, and bowling alleys to reopen, just to name a few. By the end of the month, restaurants and bars could welcome the public by operating at a 25% capacity.
