LEPC Definition and EPCRA

The goal of the Williamson County Local Emergency Planning Committee is to meet the requirements passed down from the Superfund Amendments and Reauthorization Act (SARA) of 1986, Title III. The LEPC hosts quarterly meetings to discuss agenda items revolving around public access to information on hazardous chemicals and facility reporting requirements. LEPC members include a variety of partners from different backgrounds and involvement, such as the Williamson County Office of Emergency Management, the Williamson County Hazardous Materials Response team, and local representatives from facilities in the county. Each of the members involved all work together to ensure the requirements are met for the county as well as promote better planning and response to chemical incidents.

In the fall of 1986, the Emergency Planning and Community Right-to-Know Act (EPCRA) and SARA Title III were enacted in response to the toxic chemical release disaster that occurred in Bhopal, India. The LEPC was made responsible for development and implementation at the local level of the plans required by the above legislature.

The LEPC has no annual budget due to being an "unfunded mandate." Thus, the LEPC relies on grants for support.

 
Meeting Schedule

The Williamson County Local Emergency Planning Committee (LEPC) meets quarterly throughout the year. The tentative meeting dates are as follows:

  2. April 18, 2018
  3. July 18, 2018
  4. October 18, 2018
 
 
Projects

Over the past year, the LEPC has received a grant funded position to address and create Tier II facility emergency response plans for emergency management and first responders. These plans not only help plan for future incidents at facilities, but also will be used to inform first responders of reported chemicals when responding to other emergencies on site. 

 
Facility Reporting Information

As a part of the requirements, facilities are to submit a copy of their Tier II reports to the local LEPC chapter. The Williamson County LEPC accepts these copies by mail or digitally through PDF format. Please see the LEPC contact information below. 

TCEQ has recently sent out an update regarding facility state submittals for the current year. They also listed several report submission training classes located around the state. This form can be seen here. For questions regarding state requirements, please contact TCEQ at the contact information provided on the bottom of the document. 

The Williamson County LEPC would also like to request copies of any site emergency response plans. Facility plans will assist in understanding how each facility will respond to an incident, as well as what resources each facility has. This information will greatly benefit the LEPC chemical response plans being drafted annually for each Williamson County reported facility. Please contact Ashley Morris for more information.
