This project was part TxDOT, part Williamson County, and it took a lot of our partnership working together to get it done,” said Commissioner Cook. Williamson County first studied needed improvements to RM 620 in 2005. That study resulted in three construction projects over the past 13 years for a construction cost of $18.9 million. 

The Texas Department of Transportation’s segment includes restriping the existing four-lane section to a six-lane section from Cornerwood Drive to Wyoming Springs Drive. Their construction is anticipated to be completed in July.

In addition to the RM 620 Phase 2 project, Williamson County celebrated completion of another safety project at O’Connor Drive north of RM 620. The county made modifications to the existing median and turn lanes into driveways to help improve the safety in the area. Cox Commercial Construction completed this project as well.

As part of her speech, Commissioner Cook recited a poem that she wrote to commemorate the event, the participants who made it possible, and the drivers who endured the barricades and will now enjoy a smoother and safer ride through this area.

PROCLAMATION

WHEREAS, Juneteenth recognizes that on June 19, 1865, almost three years after President Lincoln issued the Emancipation Proclamation, Union General Gordon Granger announced in Galveston the freedom of all slaves throughout Texas; and

WHEREAS, this announcement ended the last major vestige of slavery in the United States; and

WHEREAS, the Order issued by General Granger read in part:  “The people of Texas are informed that in accordance with a proclamation from the Executive of the United States, all slaves are free,” which set off jubilant celebrations of former slaves in Galveston; and

WHEREAS, from those initial celebrations, Juneteenth spread across the State of Texas, and through The 2^nd Great Migration from the 1940s to the 1970s, spread Juneteenth commemorations throughout the United States; and

WHEREAS, Juneteenth is the oldest African American holiday, and in 1980, Texas established Juneteenth as a state holiday; and

WHEREAS, this holiday honors the courageous Black Texans who have long struggled for civil rights in the 152 years since General Granger’s proclamation and honors those who continue this struggle today by replacing violence, hate, and bigotry with peace, love, and respect; and

WHEREAS, Williamson County residents value history, ethnic heritage, and culture, thus we recognize these along with the deep roots and rich traditions of African Americans in Williamson County and across Texas; and

WHEREAS, in the spirit of this 152^nd Anniversary of Juneteenth Emancipation Day, let us all be reminded that our nation will not achieve its full potential until each of us has been granted unfettered opportunity to reach our own full potential and be the absolute best that we can be.

NOW THEREFORE BE IT PROCLAMED, believed for the first time, that the Williamson County Commissioners Court takes this action and hereby recognizes and proclaims, June 19, 2017 as:

“JUNETEENTH – TEXAS EMANCIPATION DAY”

in Williamson County, and encourages all Williamson County employees and residents to learn more about Juneteenth and support the noble purpose of this day.

Officials and staff of Williamson County Precinct 1 at the J.B. and Hallie Jester Annex wore blue in recognition of National Child Abuse Awareness Month in April. Justice of the Peace Dain Johnson, Commissioner Terry Cook and her staff, and Constable Vinnie Cherrone's staff participated. Constable Cherrone was away at training. Each day, 185 children in Texas are victims of child abuse. The Precinct 1 group came together to promote awareness and support prevention of this serious problem that afflicts so many children.

On April 18, 2017, we hosted our Open House at the J.B. and Hallie Jester Annex in Williamson County from 5-7 p.m., and approximately 100 people attended this family event. They got to learn about the best that our county departments have to offer, such as how to administer CPR, how a HazMat vehicle cleans chemical spills, and signing their children up for 4-H membership.

At a news conference this month announcing the roll out of a new program called PulsePoint Respond that allows someone with CPR training to assist a person suffering from a heart attack, Commissioner Terry Cook, who had taken CPR training in February, said, "You walk out of that training absolutely confident you can deliver if you are called on."

Williamson County EMS has joined forces with the PulsePoint Foundation to offer a free Apple or Android app that notifies CPR-trained members of the public when they are within 1/4 mile of an apparent heart attack in a public place, so they can administer CPR until EMS arrives.
