A call comes in–robbery in progress–deputy sheriff car 22 is closest but is on a collision call with injuries. Car 33 is available but it’s on the north side of the river and the bridge is closed due to the accident. Car 22 is on–wait, a second call is coming in, baby has stopped breathing–must send EMS; back to robbery–officer 11 has just returned from taking an arrest to jail. The robbery needs two units to respond. I’ll dispatch 11 and pull 33 from their lunch break to respond. 

Now what happens if I get another call for law enforcement and I have no free officers to dispatch? Does the medical emergency need an officer to first arrive and ensure that the environment is safe for the EMS crew? Picture this same scenario repeatedly during a 12-hour shift. You can just imagine the intricacies of different real-life scenarios. It takes a special person to remain calm, poised and quick to assess and react appropriately...

Commissioner Cook reads a Proclamation that she introduced and which was approved by the Williamson County Commissioners Court.

PROCLAMATION

WHEREAS, Juneteenth recognizes that on June 19, 1865, almost three years after President Lincoln issued the Emancipation Proclamation, Union General Gordon Granger announced in Galveston the freedom of all slaves throughout Texas; and

WHEREAS, this announcement ended the last major vestige of slavery in the United States; and

WHEREAS, the Order issued by General Granger read in part:  “The people of Texas are informed that in accordance with a proclamation from the Executive of the United States, all slaves are free,” which set off jubilant celebrations of former slaves in Galveston; and

WHEREAS, from those initial celebrations, Juneteenth spread across the State of Texas, and through The 2nd Great Migration from the 1940s to the 1970s, spread Juneteenth commemorations throughout the United States; and

WHEREAS, Juneteenth is the oldest African American holiday, and in 1980, Texas established Juneteenth as a state holiday; and

WHEREAS, this holiday honors the courageous Black Texans who have long struggled for civil rights in the 152 years since General Granger’s proclamation and honors those who continue this struggle today by replacing violence, hate, and bigotry with peace, love, and respect; and

WHEREAS, Williamson County residents value history, ethnic heritage, and culture, thus we recognize these along with the deep roots and rich traditions of African Americans in Williamson County and across Texas; and

WHEREAS, in the spirit of this 152nd Anniversary of Juneteenth Emancipation Day, let us all be reminded that our nation will not achieve its full potential until each of us has been granted unfettered opportunity to reach our own full potential and be the absolute best that we can be.

NOW THEREFORE BE IT PROCLAMED, believed for the first time, that the Williamson County Commissioners Court takes this action and hereby recognizes and proclaims, June 19, 2017 as:

 

“JUNETEENTH – TEXAS EMANCIPATION DAY”

in Williamson County, and encourages all Williamson County employees and residents to learn more about Juneteenth and support the noble purpose of this day.

June is National Post Traumatic Stress Disorder Awareness (PTSD) Month. PTSD is a form of anxiety that can be caused after someone experiences extreme trauma, such as being involved in a serious accident, an assault or abuse, a natural disaster, or exposure to combat. The U.S. Department of Veterans Affairs states that PTSD is the third most common mental condition among veterans in the Veterans Affairs (V.A.) hospital system. The Williamson County Tax Assessor/Collector’s Office received the 2017 Tyler Excellence Award on May 8, 2017, at the Tyler Connect Conference held in San Antonio.  The office was presented the award for their vision, direction, and development in an online property tax estimator.  Taxpayers and businesses call the Tax Assessor/Collector’s Office daily for property tax estimates.  To provide an accurate answer, the process could take up to ten minutes calculating the tax estimate for each property.
